Mykolaiv opens case over negligence of city council officials in children's deaths

In Mykolaiv, the prosecutor's office opened a criminal investigation into the negligence of city council employees. Two toddlers died of carbon monoxide after being left alone at home.

This was reported by the press service of the Mykolaiv Regional Prosecutor's Office.

Law enforcement officers opened a criminal investigation into the negligence of employees of the Mykolaiv City Council, which is provided for in Part 3 of Article 367 of the Criminal Code of Ukraine. This led to the death of two young children.

It is about the events of October 2025 in the Ingul district of the city, when a mother who abused alcohol and led an immoral lifestyle left her children, aged 3 and 4, alone in the apartment for more than 12 hours. As a result, the children were poisoned by carbon monoxide and died.

The grieving mother was notified of suspicion of leaving the children in danger, which caused their death, and of malicious failure to fulfill parental responsibilities. The investigation showed that the family had previously been under social support, and the mother had already been brought to administrative responsibility for evading parental responsibilities.

Nevertheless, the officials responsible for the care of the children did not take the necessary measures to ensure the safety of the children in difficult living conditions. Measures are currently underway to identify all persons involved in this tragedy.

Also in Mykolaiv district, law enforcement officers are investigating a case of bullying of a 12-year-old seventh-grade student. As a result, the police drew up administrative reports against the mother of one of the children who insulted the classmate, as well as against the school principal who failed to report the bullying to the police.

Law enforcement officers found that the school principal was aware of the conflicts between the children, but did not report it to the police as required by law. The mother of the boy who took part in the humiliation was prosecuted under part 3 of the same article for failing to fulfill her responsibilities for raising her son.
