Mykolaiv MP's company receives twelve million tender for road repairs

In Mykolaiv, a twelve-million-dollar tender for road repairs was awarded to a company of a deputy that has been repeatedly featured in journalistic investigations. So far, the company has received more than UAH 12 million from the budget.

This was reported by the Center for Public Investigations with reference to open data.

On September 6, Mykolaivvodokanal announced an auction. It is planned to lay asphalt in the places where utility repairs were carried out. More than UAH 12 million was planned to be spent from the budget.

The auction took place on Prozorro on September 16 and was attended by only one company, Sovar Group, which was awarded the repair contract.

According to the YouControl analytical platform, the private enterprise CF Sovar Group was registered in August 2023. The owners of the company are Serhii Volodymyrovych Shulhach and Oksana Ivanivna Shulhach.

The authorized capital of the company is only UAH 2 thousand. In addition to the main KVED - construction of roads and highways, the company has 18 more.

The company has repeatedly been the subject of journalistic investigations. Two such investigations are listed in the YouControl system, including one by Intent. Despite its short existence, the company has earned UAH 84 million 672 thousand 226 in public tenders.

Serhiy Shulhach is a repeated deputy of local governments and the head of a company that often wins tenders announced by local governments.

According to the publication Rukh Chesno, Serhiy Shulhach owns, in addition to the above-mentioned company, the Mykolaivavtodor company.

In 2006, he ran for the Mykolaiv Regional Council, from 2006 to 2010 he ran for the Mykolaiv City Council from the Party of Regions, in 2015 he became a deputy of the Mykolaiv City Council from the now banned Nash Krai party, and in 2020 he became a deputy of the Mykolaiv Regional Council from the Propozytsiya party.

According to the infographic, the company's total revenues in 2023 amounted to more than 8 million, with revenues from public procurement exceeding 21 million. In 2024, the income was only from public procurement and amounted to more than 62 million.

In July, the Administration of the Ingul district of Mykolaiv City Council held an open tender with special features worth 1 million 787 thousand. It was also about routine repairs and emergency and restoration works on highways. Only one company took part in the bidding, and it was the winner, a private enterprise, Sovar Group CF.

According to Serhiy Shulhach' s declaration, this business brings him good income. Thus, last year, the MP's income from business activities amounted to UAH 7.6 million.

At the end of July, the city council also awarded a contract for road repairs worth almost 1.8 million budget hryvnias to a single bidder. The works will be performed by the company of the Mykolaiv MP.

In addition to CF Sovar Group, Serhiy Shulhach and his wife founded a number of other companies that also receive public contracts. For example, Mykolaivmagistral PE has signed agreements totaling 1.6 billion budget hryvnias.
