Mykolaiv Is Once Again Seeking an Investor for a Waste Sorting Facility

The Department of Municipal Services of the Mykolaiv City Council has announced a competitive bidding process to select a contractor to handle household waste sorting in the city.

The relevant order was published on the Mykolaiv City Council website.

The document was signed on July 27, and the submission period for bids will run through August 31, 2026.

The tender is being conducted in accordance with the updated Procedure for the Operation of the Household Waste Sorting Complex and a city council resolution adopted in May of this year. The previous two attempts to select an operator were unsuccessful, so the city is once again seeking a company to take on the launch and operation of the facility.

Proposals may be submitted in person or by mail to the Department of Municipal Services. The tender itself will take place on August 31 at 1:00 p.m. in the department’s auditorium at 7 Pavlo Skoropadskyi Street.

The winner will be determined using a scoring system with a maximum of 90 points. The greatest weight will be given to experience in implementing waste management projects and the availability of a land plot for sorting—20 points for each criterion. Other factors to be evaluated include technical equipment, the investment program, the complex’s launch timeline, financial capacity, the use of renewable energy sources, the availability of technical staff, and the amount of compensation the operator will pay to the municipal enterprise “Mykolaivkomtrans” for the maintenance of the city’s municipal solid waste landfill.

The tender documentation stipulates that participants must confirm the availability of equipment and financial resources and provide documentary evidence of the project’s feasibility. They must also propose their own concept or investment program for the operation of the waste sorting complex.

As Intent previously reported, a tender in Mykolaiv to select a company to sort household waste in the city ended without a winner. The sole participant failed to score the minimum number of points, so city authorities will announce a new selection process in the near future. This was the city’s third attempt to select a waste sorting operator. The first tender did not take place due to a lack of participants, and the results of the second, held in 2025, were annulled after criminal proceedings were initiated.
