Mykolaiv gyms can be restored by a company with a hundred million dollars in revenue

The Zorya sports complex in Mykolaiv is being overhauled, with the work to be completed by March 2026. The contract was awarded to a firm with a dubious reputation that regularly wins city tenders without competition, despite litigation and delays with other facilities.

This was reported by the Center for Public Investigations with reference to the Prozorro system.

The tender for the overhaul of two gyms in the sports complex was won by a company without competition. It was the only participant in the tender announced by the Capital Construction Department of the City Council in early June. The expected cost of the work exceeds UAH 16.5 million.

The project involves a large-scale reconstruction of the premises on the ground floor of the Zorya sports complex: dismantling old structures, updating communications - water supply, sewerage, ventilation, heating and lighting.

In addition, the gyms are to be equipped with a modern gym and special equipment for people with disabilities, such as lifts, handrails, adapted interior elements, etc. The renovation is to be completed by the end of March 2026.

According to YouControl, ITC Mykolaivbud LLC was registered in 2017 with an authorized capital of only UAH 18 thousand, but since then it has received government contracts worth more than UAH 117 million. The company was most active in 2024, when the total amount of tenders won exceeded UAH 61 million. The main customers of the company are the Department of Education, the Department of Housing and Communal Services, and the Department of Capital Construction of Mykolaiv City Council.

Despite active participation in city tenders, the company has a dubious reputation. In 2023, the Mykolaiv City Council filed a lawsuit with the Commercial Court against ITC Mykolaivbud LLC and the Capital Construction Department over the procurement of the reconstruction of Naberezhna Street, from Moskovska Street to the pontoon bridge. According to the city council, the budgetary obligations under this tender exceeded the approved limits, which became the basis for the legal dispute.

This is not the only case when the contract to the company was accompanied by problems. The repair of the ASCpremises cost the budget more than UAH 9 million. The work was supposed to be completed by December 10, 2024, but it was repeatedly postponed: a number of additional agreements were signed, and the deadline was extended to January 31, 2025.

At the end of November last year, the company was awarded another contract without competition - for the reconstruction of a shelter in one of Mykolaiv's lyceums. This facility was also to be completed by January 31, 2025. As in the case of the current tender for the renovation of gyms, the company was the only bidder.

Despite the scandals and lawsuits, ITC Mykolaivbud LLC continues to regularly win tenders from Mykolaiv City Council, often without any competition.
