Mykolaiv City to Reannounce Waste Sorting Facility Tender After Delays

Mykolaiv city authorities have revised their plan to build a solid waste sorting facility at a local landfill. It is planned to hold a new tender to find a contractor.

The relevant order was signed by Mayor Oleksandr Senkevych.

The main change is that the tender will be held again to select a company that will sort waste in the city. The previous tender did not yield the desired result, so the city council decided to hold it again.

The updated action plan includes:

• Re-announcement of the tender to select a waste sorting company.
• Posting information about the tender on the city council website and in print media (at least 30 days before the tender date).
• Publicizing the results of the tender (10 days after its completion).
• Obtaining a decision of the city council to determine the winner of the tender.
• Signing of the contract between the selected company, Mykolaivkomuntrans and the city authorities.
• Launch of the waste sorting facility (10 to 18 months after signing the contract).

The construction of the sorting line is one of the city's key environmental projects. It should help reduce the load on the existing landfill and streamline the waste disposal process. In addition, it is planned to develop a project for the reclamation of each stage of the landfill and the construction of a new landfill for waste storage.

The action plan to address the city's environmental problems was approved by Senkevych in late January. As the city council delayed the construction of the sorting station, the Supreme Court of Ukraine ordered the deputies to take the necessary measures and imposed a fine of UAH 5,100 on Mykolaiv City Council.

These measures included holding competitions, tenders, and approving the necessary project documentation. The possibility of allocating a land plot outside the city for the construction of a new landfill was considered.

In March, the executive committee reallocated funds to develop a feasibility study for a waste treatment plant, and in September, the human rights commission discussed the creation of a complex for sorting household waste. In October 2024, a tender was announced to select a contractor to build the sorting station.

The lawsuit against the city council was filed due to the failure to implement the targeted household waste management program adopted in 2019, which caused the landfill, which had been operating since 1972, to exhaust its resources in 2022.
