Mykolaiv City Council Proposes to Exempt Tenants from Payment for Communal Property

The Mykolaiv City Council has prepared and published a draft decision introducing significant benefits for tenants of municipal premises under martial law. The document will be submitted for consideration at the session scheduled for October 30.

The decision has retroactive effect: according to the updated terms, the rent exemption will take effect from September 1, 2022. Full rent exemption is provided for those who were called up or enlisted in the military after February 24, 2022, as well as for tenants whose property was damaged as a result of hostilities (up to six months after the date of damage).

The exemption also applies to those who cannot use the premises due to their seizure or location in the occupied or war-torn territories. In addition, those who have provided premises for the arrangement of simple shelters or for the activities of volunteer, charitable and public organizations are exempt.

For all other tenants (except for those who pay a symbolic 1 hryvnia per year), the city council plans to charge only 50% of the rent for the period of martial law and for three months after it is lifted. To take advantage of the benefits, tenants must submit a written or electronic notice to the landlord with the necessary supporting documents. Earlier, Mykolaiv has already reduced the rental rate for municipal land for entrepreneurs affected by the war.

Earlier, a court in Mykolaiv extended the duties of a major suspected of stealing military property. The defendant in the case could be imprisoned for 15 years.

According to the investigation, on May 7, 2025, the major was officially notified of suspicion under Part 4 of Article 410 of the Criminal Code of Ukraine - theft of military property by abuse of office during martial law.

He was the head of the fuel and lubricants storage department of a military unit in Mykolaiv. According to the investigation, in the period until May 2, 2025, together with a technician of the same military unit, a master sergeant, the suspect took possession of military property.

Initially, the court imposed on the major a pre-trial restraint in the form of detention with bail of over UAH 1.5 million. However, after posting bail, he was released on his own recognizance - in particular, he must report to the investigator when called, not leave Mykolaiv region without permission, report changes of residence, and refrain from communicating with witnesses.
