Mykolaiv is preparing to build a new heating network. More than three million out of the required four hundred have been found for this purpose.
This was reported by the Center for Public Investigations with reference to the Dream ecosystem.
They are planning to build an underground district heating network in Mykolaiv on Pohranichna Street within Korabeliv Street and Marshal Vasylivskyi Street.
The project was initiated by the Mykolaiv City Council, and the balance sheet holder is the utility company Mykolaivoblteploenergo.

The purpose of the construction is to solve the problem of heating networks in the city. The project is aimed at improving the reliability and sustainability of Mykolaiv's district heating system by replacing outdated, damaged or inefficient elements of the heating network with new ones.
Preparatory works include excavation, pipeline laying, installation of thermal insulation, connection to the existing network, installation of equipment and control systems. After the construction and testing are completed, the network is to be put into operation. Regular maintenance and monitoring will also be provided to ensure the smooth operation of the heating system.
The project budget is UAH 446 million 158 thousand 532.
It is planned to raise more than 385 million for the construction itself, and about 57 million for other capital expenditures. The expertise cost 148 thousand 300 hryvnias.
Part of the funds for the construction, namely more than 3 million, was provided by the utility company Mykolaivoblteploenergo.
Also in 2024, an agreement for more than six million was signed with the Mykolaiv City Council's Capital Construction for technical supervision of the facility. In April, the company tried to hold an auction for more than 500 million, and even chose the winner of the procurement, the Energy BUD consortium, but the customer received complaints, and the decision to select a contractor was canceled. At the same time, the tender stated "lack of proposals" as the reason for the tender cancellation.
The Dream ecosystem states that UAH 2 million 948 thousand 768 was spent on the development of design and survey documentation, while data from the Prozorro electronic public procurement system show that UAH 3 million 538 thousand 521 was spent from the budget.
The service agreement was signed with Naftogazmontazh LLC. According to the online analytical system YouControl, the company was registered in 2001 in Dnipro with a registered capital of 100 thousand hryvnias. The main KVED is pipeline construction.
In 2023, the company was mentioned in a journalistic investigation regarding the completion of a mine. Since 2010, Naftogazmontazh LLC has earned 1 billion 211 million 820 thousand 901 hryvnias in public procurement.

The estimated construction duration is 25 months. The project for the construction of a new heating network is currently in preparation.
Also, more than 6 billion is planned to be raised for the construction of a water filtration system and the modernization of existing infrastructure facilities. According to the description of the project "Sustainable Water Supply in Mykolaiv", starting in January 2026, it is planned to build a pressure filtration system with an existing water intake from the Ingulets River. In 2028, the reconstruction of the Zhovtnevyi Reservoir is planned, and in 2029, the construction of a new water intake on the Pivdennyi Buh River.
In addition, seven cogeneration units are planned to be installed in Mykolaiv at the facilities of Mykolaivoblteploenergo. It is planned to spend almost one and a half billion hryvnias on the project. This will provide heat supply to about 100,000 consumers, residents of high-rise buildings, and 130 social institutions, including 16 medical facilities, schools, kindergartens, sports schools, and municipal social centers.
