MP's company wins contract to repair roads to Izmail port

The Housing and Communal Services Department of the Izmail City Council has completed a procurement procedure that provides for a large-scale upgrade of the road infrastructure used by heavy vehicles to access ports and transshipment bases.

This was reported by the Center for Public Investigations.

It is a reconstruction of an important logistics route covering Osinna, Aerodromna, Zaliznychna, Fortechna streets and part of Bolhradske highway. These roads play a key role in the seaport's operation, as they carry the main flow of export products. The total expected cost of the works exceeds UAH 173.5 million, but project financing has specific conditions.

Despite the significant amount of the contract, the budget for 2026 provides only UAH 9,750. This means that the project implementation will depend on further revenues to the city treasury, and the work itself can last until October 2031.

The only company that applied for the tender was Eurodor LLC. The company's offer amounted to UAH 172.75 million, which saved about UAH 800 thousand from the initial cost. Due to the peculiarities of the open bidding procedure, the absence of competitors did not become an obstacle to the consideration of the application. The contract is now expected to be signed after the contractor confirms that it has the necessary equipment and personnel to carry out the long-term project.

According to the analytical platform YouControl, the company was registered in 2025 with a registered capital of UAH 100 thousand. It is owned by Izmail City Council deputy Gevorg Avetisyan and his wife. The main activity is road construction.

At the same time, the media repeatedly published materials mentioning the company. In particular, it was reported that the company received road contracts without competition and at inflated prices, as well as a significant presence of the company among contractors in the region.

Despite its relatively recent registration, the company has been participating in public procurement since 2017 and has received contracts worth more than UAH 6.3 billion. The largest revenues were recorded in 2020 - almost UAH 797 million.

Among the company's main customers are local authorities and specialized agencies of Odesa region, which regularly engage it in road works.

The company is also involved in criminal proceedings. According to the High Anti-Corruption Court, a number of companies, including Eurodor LLC, are at the center of an investigation into the activities of an alleged criminal organization in Odesa. The investigation believes that this association was aimed at establishing control over the city authorities and making profits through systemic corruption schemes.

According to law enforcement, this structure could have involved high-ranking officials of the city council, as well as other persons who performed certain roles. To coordinate their actions, they organized a special room with wiretapping protection and set up a system of bribes to officials.

Also, according to a 2021 ruling of the Kyiv District Court of Odesa, law enforcement officers investigated another episode related to the repair of a sports ground in Odesa's Yunist Park. The facility, which was repaired for almost UAH 3 million, fell into disrepair a year later.

The investigation found that the pavement had collapsed, the fence was rusted, and the structures had significant defects due to technology violations. This could indicate the use of low-quality materials and possible overestimation of the cost of the work, which, according to law enforcement, indicates the embezzlement of budget funds.

Also in April, the repair of the M-05 Kyiv-Odesa highway worth more than UAH 79 million was awarded without an open tender to a company that has been repeatedly involved in criminal proceedings. Law enforcement officers were checking for possible abuses, including kickbacks, the use of fictitious employees, and illegal mining.
