Misappropriation of funds revealed at construction of school shelter in Kherson

In Kherson, law enforcement officers are investigating possible misappropriation of budget funds during the construction of a radiation shelter for a school. It is about more than UAH 5 million paid for work that, according to the investigation, was not actually performed.

This was reported by Anti-Corruption Dimension.

Investigators opened criminal proceedings under the article on misappropriation or embezzlement of property on a large scale. In April 2025, the Capital Construction Department of the Kherson City Council and Megaplan Fast LLC signed a contract. According to this contract, the contractor was to build a radiation shelter on the territory of school No. 41, and complete the work by August 31, 2025.

However, already in May, representatives of the company submitted a certificate of completion, stating that part of the work had allegedly been completed. On May 19, the document was handed over to the customer, and on May 21, the Capital Construction Department paid the contractor UAH 5.7 million.

An on-site inspection initiated by the customer showed that the work had not actually been performed. The contract was later terminated due to the failure to meet the deadlines, and the shelter was never put into operation.

Funding was provided by the European Union under the Ukraine Facility program. The court allowed the investigators to obtain bank information about the account of Megaplan Fast LLC, through which the funds were transferred, in order to track their movement.

This data is needed for forensic economic and handwriting examinations to establish who made the decision to transfer the money, how it was used, and whether there were signs of fictitious financial transactions.

Also in Kherson, law enforcement officers are checking possible embezzlement of budget funds during the construction of a kindergarten. According to the investigation, the money was transferred to the contractor Mobile Mechanized Column #132 LLC for work that was not actually performed by officials of the Capital Construction Department of the Kherson City Council and the company. This is a facility on the territory of secondary school No. 5.
