Lysak aims to reformat the school catering market in Odesa

The head of the Odesa city military administration, Serhiy Lysak, expressed dissatisfaction with the number of companies that provide food in Odesa schools.

According to the Center for Public Investigations, he made this statement following a staff meeting on December 15.

"It can't be that the market is closed to competition and only two or three suppliers are working. This directly affects the quality. Poor nutrition of children is unacceptable. We will eliminate problems in education systematically," the official said.

Currently, two companies provide meals for schoolchildren in four districts of Odesa: Fabrika Smaku, a limited liability company, and Ration Group, a private enterprise. "Fabryka Smaku feeds children in schools in Prymorskyi and Peresypskyi districts of the city, while Ratsiy Group feeds children in Kyivskyi and Khadzhybeyskyi districts, respectively.

According to the YouControl service, Fabrika Smaku was registered in May 2015 with a registered capital of UAH 1,000, and two months later it received an order to supply food to hospitals in Odesa. The director and owner of the company is Igor Levinzon.

Ration Group was registered in Odesa in 2019. The owner and director of Ration Group is Maksym Yatsenko.

Last year, the Centers for Finance and Economic Activity and educational institutions of four districts of Odesa held tenders to select companies that would supply food for schoolchildren. In particular, Prymorskyi and Peresypskyi districts chose Fabrika Smaku LLC, while Kyivskyi and Khadzhybeyskyi districts chose Ration Group, a private enterprise.

In September 2022, the Center for Public Investigations analyzed the composition of companies participating in tenders for the right to feed Odesa schoolchildren and identified the main players in this market in Odesa. The experts identified Fabrika Smaku LLC as one of the leaders.

Instead, Ratsiy Group PE was included in the second group of caterers, which received fewer tenders than Fabrika Smaku LLC and other leaders.
