Ombudsman Dmytro Lubinets reported on the poor conditions faced by those mobilized at the Bilhorod-Dnistrovskyi TCC and SP in the Odesa region. Based on the findings of his monitoring visit, he is preparing response reports.

Dmytro Lubinets wrote about this on social media.

According to the Ombudsman, what struck him most were the metal bars on the doors of the rooms where the conscripts are held. Dmytro Lubinets suggested that they were hardly there for decorative purposes or to create a “loft-style” atmosphere. He believes the bars on the doors are used to restrict the freedom of the mobilized personnel. The ombudsman expressed the view that this cannot be ignored.

He also noted that the barracks of the security company are overcrowded, with bunk beds and cardboard boxes serving as nightstands. According to him, alcohol in plastic containers was also found on the premises of the TCC and SP. According to Lubinets, helmets and body armor were left in an open garage without doors, among old furniture and other junk. Holes in the walls near the ventilation ducts were plugged with ordinary pillows.

The Ombudsman emphasized that people who stand up to defend Ukraine deserve respect, adequate living conditions, and proper nutrition.

“People who just yesterday were going to work in a comfortable office or jumping on trampolines with their children at a playground—who had chosen a normal life—and then stepped up to defend Ukraine, are now forced to live in basements on concrete floors, cover themselves with old sheets, and sleep on old beds, some of which don’t even have mattresses,” the ombudsman said indignantly.

He noted that, based on the results of the monitoring visit, he is already preparing response reports, after which an investigation into the actions of the responsible officials will take place.
