Law enforcers expose overpayment on shelter repairs in Kherson

In Kherson region, a technical supervision engineer is suspected of negligence during the repair of a shelter. The man formally inspected the work and signed an act that did not correspond to the actual volume and consumption of materials.

This was reported by the press service of the Kherson Regional Prosecutor's Office.

The investigation found that the 43-year-old suspect, working as a technical supervision engineer, entered into an agreement with the Civil Protection Department of the Kherson City Council in June 2023.

According to the agreement, he was supposed to supervise the repair of a simple shelter for collective protection of the population: monitor compliance with building codes, check the compliance of the work with the estimate, the volume and quality of materials. However, the specialist performed his duties formally.

Having failed to properly check the repairs, he signed a certificate of completion that contained overstated figures. As a result, the cost of the repairs was unreasonably increased by almost 650 thousand hryvnias.

These funds were actually stolen from the budget of the Kherson community, which led to serious consequences for the public interest. Under the procedural supervision of the Kherson Regional Prosecutor's Office, the resident of Dnipro was served a notice of suspicion of official negligence that caused significant damage to the interests of the state (Part 2 of Art. 367 of the Criminal Code of Ukraine).

The pre-trial investigation is currently being conducted by the Investigation Department of the Kherson Region National Police.

Law enforcement officers are also investigating a criminal case against the company's director, who is suspected of embezzling budget funds during the repair of the roof of Kherson School No. 56. According to the investigation, he deliberately entered fictitious data into five acts of work performed, creating the appearance of repair, while most of the work was not actually performed and the funds were used at his own discretion.
