Kherson Tax Service Awards ₴4.37M Security Contract Without Bidding

In Kherson, the tax service concluded a security contract without open bidding. The contract, worth UAH 4 million 371 thousand, was signed with the Kherson Oblast Police Department on March 18.

According to information from the Prozorro platform, the procurement was conducted without using an electronic system, which means there was no competition. In this case, the customer independently selects a service provider and enters into a contract directly, without involving other market participants.

The justification stated that the decision was made in accordance with the legislation governing procurement during martial law. In particular, according to Cabinet of Ministers Resolution No. 1178 of October 12, 2022, such a procedure is possible due to the lack of competition for technical reasons.

In Kherson, contracts for security services for government facilities are often concluded with the Security Police Department without open bidding.

Intent has already written about how the Kherson Regional Clinical Hospital signed a contract for UAH 2.87 million for law enforcement and public safety services. The hospital building at 67 Ushakova Avenue will be guarded throughout 2025.

Prior to that, an agreement was signed to protect the art museum, which was looted by Russians during the occupation of the city. The agreement was signed with the Department of Security Police in Kherson region. The museum received services for the protection of premises and protection against potential threats for the period from January 1 to December 31, 2025. The procurement was also conducted without the use of an electronic system. The total contract amount was UAH 963,600.
