Judge Pavlo Dobrov Dismissed for Bribery Charges and Disciplinary Violations

Pavlo Dobrov, a judge of the Kominternivskyi District Court of Odesa Oblast, was dismissed for disciplinary violations. In 2023, he was suspected of bribery and criminal proceedings were initiated.

According to the High Council of Justice, on March 4, 2025, they decided to dismiss judge Pavlo Volodymyrovych Dobrov from his position. This decision was made on the basis of paragraph 3 of part six of Article 126 of the Constitution of Ukraine.

The reason for the dismissal was the submission of the Third Disciplinary Chamber of the High Council of Justice, which found the judge guilty of committing a significant disciplinary offense and gross or systematic neglect of duty. Such actions, according to part eight of Article 109 of the Law of Ukraine "On the Judiciary and the Status of Judges," are incompatible with the status of a judge and indicate incompatibility with the position held.

Thus, the High Council of Justice upheld the petition and dismissed Pavlo Dobrov from his position as a judge.

According to the investigation, in October 2023, he was notified of being suspected of bribery and criminal proceedings were initiated.

The judge promised to help in a civil case for a reward of USD 1300. He was detained on September 29, 2023, while receiving the amount. On October 2 of the same year, Dobrov was notified of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine and a bail of one million hryvnias was imposed.

On October 31, 2023, it became known that the judge was suspended from his duties due to the opening of a criminal case.

The High Anti-Corruption Court of Ukraine partially granted the prosecutors' motion and imposed a bail of UAH 1 million on the head of the Kominternivskyi Court.
