It took 130 million to restore a destroyed house in Serhiivka

Work continues in Serhiivka to restore a nine-story building that was destroyed by a Russian missile. Almost 130 million hryvnias have already been spent on repairs, and the next tender for the work was again won by only one company without competition.

This was reported by the Center for Public Investigations, citing data from the Prozorro system.

In early August, the utility company "Housing and Communal Services of Serhiivka" announced a tender to restore power to a house damaged by a missile strike. UAH 12 million was allocated for the reconstruction of the transformer substation and networks. The documentation emphasized that the restoration of power supply is necessary for the residents who were left without electricity to live in peace. The works are to be completed by the end of December 2025.

The auction scheduled for August 27 did not take place, as only one bidder, the private enterprise Disk-Pivden, submitted an offer. Although the minimum price reduction step was 120 thousand hryvnias, the company offered a price only 300 hryvnias lower than the expected purchase amount.

According to the YouControl analytical system, the company was registered in Odesa in 2009 with a registered capital of UAH 100 thousand. The main activity is the construction of residential and non-residential facilities. The company is owned by Liudmyla Kiosia and has 4 licenses. The company has been participating in public procurement since 2018.

The company's customers have included the military prosecutor's office of the southern region, the regional security service of the Odesa Regional Council, the specialized defense prosecutor's office, the service for the restoration and development of infrastructure in Odesa region, the Odesa regional prosecutor's office and the capital construction department of the Odesa Regional State Administration. The company has earned over UAH 152 million from public tenders, most of all in 2023 - over UAH 83 million.

Currently, the company has two cases in the Administrative Court of Appeal: one is a lawsuit filed by Rostdorstroy LLC against the Central Interregional Department of the State Tax Service, and the other is from the NGO Platform Civic Control against the Recovery Service and the company.

Despite the absence of criminal proceedings, the company has repeatedly been the subject of journalistic investigations. In 2023, it received a contract to repair a house in Serhiivka for UAH 73 million. In December 2024, Disk-Pivden was again selected as a contractor to restore a nine-story building after another shelling, receiving almost 46 million hryvnias for additional work. Then one of three X-22 missiles destroyed the first entrance, the other two were heavily damaged, and 105 out of 106 apartments were affected.

Reconstruction work began on December 1, 2023. An additional UAH 12 million was spent on repairing the electricity supply, bringing the total amount spent on the restoration of this building to close to UAH 130 million.

In late June, the Odesa Oblast Infrastructure Restoration and Development Service announced the completion of the overhaul of a nine-story residential building in Serhiivka.
