Inventor for land in two districts of Odesa was selected without an auction

The Department of Architecture, Urban Planning and Land Relations of the Odesa City Council conducted a procurement to select a company to be paid for the development of technical documentation on land management for the inventory of municipal land.

According to the Prozorro electronic procurement system, the tender was held as an open tender with special conditions and was attended by one company - Land Cadastral Bureau Limited Liability Company.

The company is to develop technical documentation on land management for the inventory of communal land in Odesa, in the Peresypskyi district, for UAH 3.5 million and technical documentation on land management for the inventory of communal land in the Khadzhybeyskyi district for UAH 4.1 million.

According to the YouControl service, the Land Cadastral Bureau Limited Liability Company was registered in 2016. The owners are Volodymyr Shevchenko from Odesa and Andriy Vasko from Chernihiv.

The Nikcenter publication linked this company to Dmytro Tantsiura, a deputy of the Odesa City Council from the mayor's party "Trust the Deeds". In his previous term, he was a member of the standing committee on land management and land relations.

In January 2023, the Department of Land Resources of the Odesa City Council held an auction to select a company to be paid to develop technical documentation on land management for the inventory of communal land. In both cases, two companies made it to the final round of the competition: "Land Cadastral Bureau and Juristek Group.

In both cases, Juristek Group LLC was ready to work for less money than its competitor. In the first case, UAH 9 million 999 thousand against UAH 11 million 171.5 thousand, and in the second case, UAH 690 thousand against UAH 758 thousand. However, in both cases, Land Cadastral Bureau LLC was recognized as the winner, and the proposals of Juristek Group LLC were rejected.
