In the South of Ukraine, state-owned enterprises massively ignore financial reporting: where is the worst

In the South of Ukraine, state-owned enterprises are massively ignoring financial reporting. Kherson region has the worst record: only 9.1% of state-owned companies submitted financial statements for 2024. In Odesa region, 46.7% of enterprises reported, and in Mykolaiv region - 64%.

This is stated on the Opendatabot platform.

The situation is even worse in Donetsk region, where only 5% of state-owned companies have reported.

In general, 59% of state-owned enterprises in the country did not submit financial statements, which is 963 companies. Of those that did report, 41% were unprofitable - almost the same as last year.

The only region where all state-owned companies submitted reports was Rivne region.

Against the backdrop of the overall decline, some successful companies stand out. Pavlohrad Chemical Plant showed the best results: its revenue increased 3.5 times to UAH 29 billion, and its profit was UAH 6 billion. This is followed by Forests of Ukraine (UAH 23 billion in revenue, UAH 2.5 billion in profit) and Ukrspetsexport (UAH 13 billion in revenue, UAH 94 million in profit).

The largest losses were incurred by: VostGOK (-1.2 billion UAH), Boryspil Airport (-1.1 billion UAH), Regional Electricity Networks (-732 million UAH), Lvivvuhillya (-301 million UAH), and Energorynok (-261 million UAH).

Meanwhile, Odesa region is among the five regions of Ukraine with the largest number of new individual entrepreneurs registered since the beginning of 2025. During this period, 5908 new sole proprietorships were opened in the region, which is one of the highest figures in the country.

Odesa region is also the undisputed leader among the southern regions. For comparison, 2,161 new entrepreneurs appeared in Mykolaiv region, and only 689 in Kherson region. In Ukraine as a whole, Odesa region ranked fifth in terms of the number of newly opened sole proprietorships.
