In the Odesa region, two companies split 4 billion for road projects

During the first half of 2026, the Infrastructure Restoration and Development Service in the Odesa region announced 104 tenders totaling nearly 5 billion hryvnias. However, more than half of the funds went to just two road construction companies, and in most procurements, only one bidder participated.

This is according to an analysis by the Center for Public Investigations.

According to the study, from early January to early July 2026, 104 procurement lots were announced with a total expected value of 4.98 billion hryvnias. Of these, 87 procurements totaling 4.35 billion hryvnias were completed; eight remain active; six were deemed unsuccessful; and three tenders worth over 539 million hryvnias were canceled.

The authors of the analysis note that 99% of the completed procurements were for the repair and reconstruction of three state highways—the M-05 Kyiv – Odesa, M-14 Odesa – Melitopol – Novoazovsk, and M-28 Odesa – Pivdenne. The remaining expenditures were for fuel, insurance, software, communications, and other operational needs.

The largest contractor wasRostdorstroy LLC, which received five contracts with a total value of 1.39 billion UAH, or nearly 32% of the completed budget. Second place went to Avtomagistral-Pivden LLC, with two contracts totaling 1.14 billion hryvnia. Together, these two companies received 58% of all funds spent by the Service during the first half of the year.

According to the YouControl analytical system, “Rostdorstroy” is owned by Yuriy Schumacher, a member of the Odesa City Council, and businessman Yevhen Konovalov. The article also notes that both companies were involved in criminal proceedings; however, these do not constitute court convictions and do not prove guilt.

Accordingto theYouControl analytical system, until September 2022, the company “Avtomagistral-Pivden” was owned by Odesa residents Valery Korotkov and Oleg Nalyvany. Currently, the ultimate beneficiaries are listed as Oleksandr Boiko and the Austrian companyEP Construction Holding GmbH.

Separately, the researchers drew attention to the level of competition. In 83 out of 104 tenders—or nearly 80% of cases—only one bidder participated. At the same time, few formal procedural violations were recorded: just one complaint, one monitoring case, and seven disqualifications over the entire period under review.
