The Odesa region ranked among the top three in Ukraine in terms of the number of sole proprietorships reopened in 2026. Since the beginning of the year, the region has recorded 2,226 instances in which entrepreneurs resumed their businesses after closing them.

This is according to data from the OpenDataBot platform.

In terms of the number of sole proprietorships re-registered, Odesa Oblast was surpassed only by Kyiv and Dnipropetrovsk Oblast.

The top five also included Lviv Oblast (2,115) and Kyiv Oblast (2,032).

In total, 30,033 re-registrations of sole proprietorships were recorded in Ukraine over the first nine months of 2026. This means that one in seven businesses opened this year had previously been in operation.

Danylo Getmantsev, Chair of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, attributes this growth to the simplification of the business closure procedure through the “Diy” platform, as well as to the financial burden and tax optimization. In his view, entrepreneurs often close their sole proprietorships during periods of inactivity to avoid paying mandatory contributions when they have no income.

At the same time, Getmantsev did not see any potential “schemes” in this situation.

“Of course, sole proprietorships may be used here in well-known schemes involving the fragmentation or substitution of labor functions, but, in my opinion, the proportion of such cases is insignificant,” he noted.

It was previously reported that the Odesa region ranked among the top five most active regions in the country in terms of sole proprietorship registrations. At the same time, the region ranked third in terms of business closures. During the specified period, 11,500 sole proprietors ceased operations in the region. Despite this, overall, 5,143 more sole proprietorships were opened in the region than were closed.
