In the Odesa region, a lawmaker's company was awarded a contract to repair 4 kilometers of road for 67 million

In the Odesa region, there are plans to repair more than 4.5 kilometers of the local highway S-161405, from the Borshchi station to the R-75 highway. The estimated cost of the procurement was over 68 million hryvnias, and only one company—Berezivkaagroshlyakhbud LLC—submitted a bid.

This is evidenced by procurement data in the Prozorro system.

The contracting authority is the State Non-Profit Association “Local Road Service.” The tender was announced on September 17, and the deadline for submitting bids expired on October 3. The estimated cost of the work was 68 million 64 thousand 903 hryvnias 67 kopecks, excluding VAT.

"Berezivkaagroshlyakhbud" offered to perform the work for 67,400,000 hryvnias, excluding VAT. Thus, its bid is approximately 665,000 hryvnias lower than the estimated cost.

As of the time of publication on Prozorro, the status of the company’s bid indicated that a decision is still pending.

According to the technical documentation, the repairs cover the section from kilometer 3+172 to kilometer 7+700. The work on the road includes repairs to the shoulders, ditches, road base, and asphalt concrete pavement. Specifically, plans call for restoring the profile of the crushed stone pavement over more than 7,600 square meters and installing a leveling layer made of a crushed stone-sand mixture.

A separate block of work concerns the overpass at kilometer 4+482, which passes over the railroad tracks. There, plans call for dismantling the old asphalt concrete pavement, waterproofing, and expansion joint, as well as repairing the reinforced concrete deck of the roadway, metal structures, and guardrails. A new waterproofing layer and an asphalt concrete layer are also planned.

Work on the overpass above the railroad tracks is to be carried out during a temporary closure of the section for a specified period. Overall, the entire scope of work is scheduled to be completed by December 31, 2026.

According to the YouControl service, the founders of “Berezivkaagroshlyakhbud” areKnyaz Khachatryan, a deputy of the Odesa Regional Council, and his relativeRobert Khachatryan. The company was registered in 2023. In addition to contracts in the Odesa region, the company is also actively operating in other regions, particularly in the Mykolaiv region, where it carries out road repairs.

In the Odesa region, the company has repeatedly been the sole bidder in tenders. For example, in November 2025, the state-owned enterprise “Local Road Service” conducted a procurement process to selecta company to be paid for the operational maintenance of public roads of local significance in the Podilskyi District.

Prior to that, the Department of Capital Construction and Road Management of the Odesa Regional State Administration conducted a procurement process to select a contractor to be paid for the repair of the regional hospital. The procurement was conducted as an open tender with special conditions, and the sole participant in this tender was the limited liability company“Berezivkaagroshlyakhbud”—the contract price was 17,165,000 hryvnias. 

In June, the state-owned enterprise “Local Road Service” sought a contractor for the operational maintenance of public roads of local significance in the Berezivka District. The contractor was also Berezivkaagroshlyakhbud LLC—173 million 50 thousand hryvnias.
