In the Odesa region, a business received 50 fines from the TCC

Since the start of the full-scale war, the number of fines imposed on businesses for failing to submit transportation data to the Transport Control Center has increased, although there are significantly fewer such cases in the south than in most regions. In the Odesa region, 50 rulings were issued after 2022, while in the Kherson region, only two were issued.

Since the regulation took effect in 2014, 1,047 Ukrainian companies have received orders for failing to submit or for late submission of transportation data to the Territorial Recruitment and Social Support Centers (TRSSCs).

Although the obligation to submit such data has existed for over ten years, 87% of all orders were issued after the start of the full-scale invasion. In total, 916 officials—primarily company executives and accountants—were held accountable.

Prior to 2022, the TCCs issued about 20 rulings per year. In 2023, that number increased nearly sixfold. The pace shows no signs of slowing: in the first five months of 2026, 263 rulings were already issued—nearly as many as in all of 2025 (278).

Over the entire period, companies were assessed more than 7 million hryvnias in fines, 94% of which have already been paid or collected by enforcement. Since the start of the full-scale war, businesses have paid 16.64 million hryvnias—83% of all amounts assessed.

The highest number of rulings since 2022 were recorded in the Kyiv region (173), the Cherkasy region (163), Volyn (89), and in Kyiv (81). At the same time, no rulings have been issued in Chernihiv and Sumy regions since 2014.

In the southern regions, the figures are significantly lower: 50 rulings were recorded in the Odesa region after 2022, 20 in the Mykolaiv region, and only two in the Kherson region. Before the war, penalties were effectively imposed in only four regions, and in Odesa Oblast, there were only two such cases over eight years.

Officials face a fine ranging from 34,000 to 59,500 hryvnias for failing to submit or submitting vehicle information late. The law also provides for the possibility of avoiding liability if there are valid reasons.

In addition, there has been an increase in Ukraine in cases of driver’s license revocation due to violations of military registration requirements.
