In Podilsk, a contractor was selected without a competitive bidding process to repair the roof damaged by a hurricane

The Department of Housing and Public Utilities, Architecture, and Land Relations of the Podil City Council in the Podil District of Odesa Oblast conducted a procurement process to select a contractor to be paid for major roof repairs at Lyceum No. 1.

According to the Center for Public Investigations, the relevant announcement was published on the Prozorro e-procurement system.

According to the system, the project involves addressing the aftermath of a natural disaster—in April, a hurricane swept through the northern part of Odesa Oblast, damaging not only the lyceum but also the roofs of apartment buildings in Podilsk.  

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Kotovsk Asphalt Plant.” If the contract is signed, the company will be required to complete the repairs by December 23, 2027. It plans to receive 13,330,300 hryvnias for this work.

According to the YouControl service, Kotovsk Asphalt Plant LLC was founded in 2014 in Podilsk (then still known as Kotovsk—ed.). The currentowner is Olena Antoniuk. Last year, the company won government contracts totaling 29,377,900 hryvnias. This year, it won contracts totaling 32,936,400 hryvnias. 

In October 2023, the company competed for a contractto build a shelter for aneducational institution in the village of Malyi Fontan. At that time, its competitor was Eurotransstroy, a private enterprise, which ultimately offered to carry out the repairs at a lower cost, but its bid was rejected due to inaccuracies in the tender documentation. Subsequently, a contract worth 19.5 million hryvnias was signed with “Kotovskyi Asphalt Concrete Plant” LLC.
