In one of the communities in the Odesa region, a session was canceled for the first time due to the absence of council members

On September 16, a session of the Krasnosilsk Village Council in the Odesa region was canceled for the first time ever. The reason was that there were not enough council members present to pass resolutions.

This was reported by Marina Arkhiir, head of the Krasnosilsk community.

Due to the lack of a quorum, the council members were unable to consider a number of issues important to the community. Among them were financial assistance payments to the families of fallen soldiers, additional funding for the “Mercy in Action” program, an educational subsidy, and funding for teachers’ salaries.

There was also no discussion of co-financing the major renovation of the Rozhnovsky Tower in Kubanka, road maintenance on the Kubanka–Pavlynka and Peremozhne–Kremidivka sections, or other issues.

According to Arkhiriya, for the ninth consecutive session, the issue related to the enforcement of a court ruling remains unresolved.

The community head emphasized that council members may have different views, vote against a motion, and defend their own positions. At the same time, to do so, they must be present at council meetings.

She also noted that a council member’s mandate entails not only the right to vote but also the duty to participate in the council’s work and a responsibility to the community’s residents.

They plan to publish detailed information on council members’ attendance at plenary sessions and standing committee meetings. Further actions will be taken in accordance with the law and only when the grounds provided for by law exist.

“The community should not be held hostage by empty council seats,” stated Marina Arkhiir.

On September 9, the Odesa City Council session was ended early without considering a single draft resolution. City Council Secretary and Acting Mayor Ihor Koval accused the “Trust the Deeds” faction of blocking the council’s work.

Meanwhile, in Odesa, it is believed that the disruption of the regular session signals a deepening political crisis and could have serious consequences for the city—including the dissolution of the council by the Verkhovna Rada.
