In Odessa, the price of a tender lot has doubled over the course of three years of unsuccessful bidding

An unfinished high-rise building in Zatoka, located in the Bilhorod-Dnistrovskyi District of the Odesa Region, has been put up for auction for the first time with a starting price of 115,378,200 hryvnias.

The corresponding announcement was published on the Prozorro.Sales platform.

The auction is scheduled for January 30. The building is owned by the bankrupt company, Limited Liability Company "Pivdenbud." The auction is being organized by the liquidator and arbitration manager, Yuriy Menzarenko.

The following items are also included in the auction:

Leasehold rights to a 0.8-hectare land plot. Term: 25 years, with the right to extend. The new announcement states that the lot is being offered for the first time. Evidently, the organizers mean this year, as Intent has been monitoring attempts to sell the property since 2023. The last time it was listed was in September 2025. At that time, the starting price was 57 million 60.9 thousand hryvnias,and the auction wasscheduled for October 3. It did not take place due to a lack of interested bidders. This was preceded by an attempt scheduled for September 23, which also failed due to a lack of interested parties. At that time, the announcement also stated that the lot was being offered for the first time; however, between 2023 and 2024, attempts were made to sell it nine times, gradually lowering the starting price. The starting price for the auction scheduled for September 23, 2025, was 71,326,100 hryvnias, which is higherthan the last one59,337,000 hryvnias—but less than the one before that—79,116,000 hryvnias.

The auction forthe sale of the unfinished high-rise building was first announced on October 19, 2023. At that time, the starting pricewas 200 million hryvnias, excluding VAT. Interestingly, this is already the eighth attempt to sell this property. All previous auctions failed duetoa lack of buyers.
