Odessa plans to establish a special-purpose fund under the city council, into which voluntary contributions from individuals and legal entities will be made. The funds are proposed to be allocated to social protection, education, healthcare, culture, sports, and emergency response.

This was discussed at a meeting of the Odesa City Council’s budget committee, where a corresponding draft resolution was reviewed.

According to a representative of the finance department, the fund is to become part of the special budget fund of the Odesa City Territorial Community. The funds will be held in budget accounts opened with the State Treasury Service.

During the discussion, it emerged that approximately 23,000 hryvnias had been allocated to the previous special-purpose fund this year. Funds accumulated earlier also remain. However, the exact amount of the future fund for 2027 was not specified at the meeting.

The committee discussed who would oversee the use of the funds. Committee member Oleg Zvyagin proposed including a provision in the budget committee’s regulations requiring approval for the allocation of funds, so that council members and the public could see how the funds are being allocated.

A representative from the Department of Finance explained that while martial law is in effect, the Odessa City Military Administration holds the relevant authority to make changes to the budget. Once martial law is lifted, the mayor will be able to authorize the use of the fund’s resources in accordance with the established procedure.

Following the discussion, members of the budget committee unanimously supported the draft resolution. The final decision must be adopted by the Odesa City Council.
