In Odesa, the meeting of the housing and communal services commission was postponed due to uncoordinated actions of the department and district administrations

On Wednesday, June 11, the Housing and Communal Services Commission considered draft decisions on five blocks, but the deputies were able to support only one of them - they approved changes to the charters of communal enterprises.

As it turned out during the meeting, officials of the city's district administrations learned that they would have to present their proposals only the day before.

The projects to be considered were

First of all, the deputies did not like the fact that the repair of playgrounds in the city is planned to be carried out at the expense of the deputy fund, since many of them do not belong to anyone.

"What kind of political corruption is this, their repairs should be included in the budget," said Oleksandr Ivanitsky, chairman of the commission .

He suggested that if the residents of the unauthorized territories do not want to invest in the repair of these playgrounds, they should demolish them.

"If there are no spoons, there is no jam. Let the residents draw their own conclusions. Or launch a mechanism of fines," he advised.

Later, it turned out that the amounts proposed by Odesa district state administrations to be included in the improvement programs did not match the amounts specified in the draft decisions. As explained by the department, when administrations submit their proposals, they write the amount they are supposed to receive in a given year. But when the department makes changes, they take the amount of money available for the program and reduce or increase it.

The same situation arose when considering other blocks. For example, when considering changes to the heat supply program, which involves attracting up to UAH 20 billion, the commission members did not like the fact that the costs may not be recouped.

"You break down the program - 50 million here, 25 million there, 10 million there. I still see amounts that we will never get back. This is a program for the development of one area, and the entire city budget will be spent on one program," said Mr. Ivanitsky.

He proposed to set up a joint commission with other deputies to study this issue in detail, so that all the figures are coordinated and it is clear what funds are planned to be raised.

"I'm not ready to vote for these amounts until I see a strategy that outlines the budgets: local, grant funds, a loan, possibly the state budget or a non-repayable loan," he said.

In his opinion, the government officials wasted their time, failed to prepare and organized a circus.

"You had to be prepared, we didn't announce the commission yesterday," he added, but district administration officials assured him that they had only learned about it the day before.

Therefore, consideration of all issues, except for changes to the charters of MEs, was postponed until Thursday, June 12 at 14:00.
