In Odesa, a commission reviewed 98 claims for compensation for property damage caused by Russian shelling at cultural heritage sites. These claims pertain to residential buildings and apartments, for which residents submitted applications between 2023 and 2026.

This was reported by the Center for Public Investigations following a meeting of the city council’s standing commission on land-use planning, urban design, architecture, and cultural heritage protection.

The meeting discussed the procedure for inspecting damaged property and the mechanism for obtaining compensation. Following the adoption of Resolution No. 713 of the Cabinet of Ministers of Ukraine, the procedure for inspecting buildings designated as cultural heritage sites was made equivalent to that applied to ordinary buildings.

A commission is already at work in Odesa, inspecting damaged cultural heritage sites, including residential buildings and apartments. Based on the results of these inspections, reports are compiled and the information is entered into the registry of damaged and destroyed property. The materials are then forwarded to the Department of Public Works for further review of claims and determination of compensation.

Fedir Stoyanov, a representative of the relevant department, explained that the timeline for restoring damaged buildings depends on the extent of the damage, funding sources, and form of ownership.

Minor damage, such as broken windows or a damaged roof, is often repaired by municipal services or through city compensation programs. In contrast, the restoration of buildings with significant damage requires project documentation and repair and restoration work. In such cases, the preparatory stage alone can take about a year.
