In Odesa, the district administrations have had their guardianship and custody powers revoked—these powers have been transferred to the city council’s executive committee.

The decision was adopted by council members during an extraordinary session, which was broadcast by Intent.

Deputies were presented with a new version of the regulations governing the Kyiv, Peresyp, Primorsk, and Khadzhibey district administrations of the Odesa City Council.

Councilmember Volodymyr Korniienko asked what the changes entailed. He was told that the changes involved the transfer of powers from the district administrations to the executive committee, specifically regarding guardianship and custody authorities.

Oleg Etnarovich expressed dissatisfaction that the city council received information about the changes at the last minute and that the issue had not been reviewed by the relevant committees.

Kornienko pointed out that the head of the Children’s Services Department, not the heads of the administrations, was presenting at the meeting.

First Deputy Mayor of Odesa Oleksandr Filatov explained that he had not anticipated the session running late, so he sent the heads of the administrative districts to a meeting of the task force preparing for the heating season. According to him, in addition to the session, he is personally chairing three other meetings. The head of the Children’s Services Department delivered the report because the changes primarily concern that department.

Kornienko also expressed outrage that the heads of the district administrations did not even send their deputies. He called this a sign of disrespect toward the council members.

Ultimately, the deputies approved the new versions of the regulations governing the four district administrations and also amended the regulations governing the Children’s Services Department.
