In Odesa, a court fined a man 93,500 hryvnias for promising, in exchange for $1,900, to arrange for attractive license plate numbers at the Ministry of Internal Affairs service center.

This is stated in the verdict of the Khadzhibey District Court of Odesa dated September 24, 2026.

According to the case file, the man acted in collusion with an accomplice. She sought out clients and negotiated payments, while he received the money and arranged for the promises to be fulfilled.

The client was found on Telegram. He wanted to obtain the license plate “OO 0888 MM.” He was offered to have the matter resolved for $1,900 in addition to the official fee for the service.

The client was operating under the supervision of law enforcement. The man received the first $900 in June near a café on Fontanska Road. Since the desired combination had already been sold, the buyer was offered an alternative option—“OO 0888 EE.”

On July 21, while registering the license plates at the service center, the man received the remaining $1,000. He was detained after handing over the money. The buyer also officially paid 18,000 hryvnias for the license plate.

The defendant entered into a plea agreement with the prosecutor’s office and agreed to testify against his accomplices. The court approved the agreement and imposed a fine of 93,500 hryvnias on him. The court also took into account that the man had transferred 110,000 hryvnias to support a National Guard military unit.
