In Odesa, a contractor was selected to convert the high school's basement into a shelter without any competitors

The municipal agency “Center for Financing and Administrative Activities of Educational Institutions in the Kyiv District of Odesa” conducted a procurement process to select a company to be paid for the major renovation of the basement at City Lyceum No. 63.

The corresponding announcementwas publishedon the Prozorro electronic procurement system.

The renovation involves converting the basement into a shelter. The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Integritis Fly.” If the contract is signed, the company will be required to complete the work by December 25, 2026. It expects to receive 9 million hryvnias for this project. 

According to the YouControl service, “Integritis Fly” LLC was registered in 2024. The current owner is Marina Danylyuk-Gudz, a resident of Odesa. In 2024, the firm earned 8,588,000 hryvnias from government procurement, and in 2025, 54,630,000 hryvnias.

According tothe publicationAnticorruption Dimension, Marina Danilyuk-Gudz managed a private kindergarten from 2014 to 2016. 

Previously, the Department of Housing and Communal Services, Architecture, and Land Relations of the Podil City Council in the Podil District of Odesa Oblast conducteda procurement processto select a contractor to be paid for the major roof renovation of Lyceum No. 1. The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Kotovsk Asphalt Plant.” If the contract is signed, the company will be required to complete the repairs by December 23, 2027. It plans to receive 13,330,300 hryvnias for this work.
