The Department of Capital Construction and Road Infrastructure of the Odesa Regional State Administration has allocated additional funds to the limited liability company "Eurospetsmontazh" to complete the construction of a shelter at Special School No. 93.
According to the Center for Public Investigations, this information was published on the Prozorro e-procurement platform.
The procurement was conducted without using the electronic system, and the company was the sole participant. According to the YouControl service, the limited liability company “Eurospetsmontazh” was registered in Odesa in 2018. Until August 2024, the owner was Mariupol residentViktoria Levashina; currently, the owners areOleksandr VolodkevychandOlena Zhuravlevafrom Mariupol, andDenys Levkovetsfrom Donetsk. They also own “Energia-Trio” LLC and “Garantbudplus” LLC.
The tender in question is the first one the company has won this year. Last year, the company received five contracts without auctions totaling 190.8 million hryvnias, and since 2020, it has won tenders totaling 405 million 256.7 thousand hryvnias.
In June 2024, the company received a contract without a bidding process following a procurement procedure in the format of an open tender with special conditions. Under that agreement, it was to complete the work by December 31, 2024, for 19 million 355.8 thousand hryvnias. Following a project revision, the final deadline for completion of the work is July 30, 2026.
In May 2025, the publication “Nashi Hroshi” analyzedthe contract under which the Department of Capital Construction of the Odesa Regional State Administration commissioned Eurospetsmontazh LLC to renovate Bilyayiv Lyceum No. 3 for 155 million hryvnias. At the time, journalists claimed that for just ten items in the cost estimate alone, the potential overpayment could amount to at least 6 million hryvnias, primarily due to inflated prices for materials.
