In Mykolaiv, the roof repair project for the headquarters was awarded to a company with just one employee

In Mykolaiv, a contract worth one and a half million hryvnias for additional roof repairs at the military headquarters was awarded to a company without a competitive bidding process. As it turned out, only one person is officially employed by this company, and its owner has already been implicated in criminal cases involving renovation fraud.

The Housing and Maintenance Department of the city of Mykolaiv announced its intention to enter into a direct agreement with TOLBUD Construction Company LLC.

This company had already carried out the initial contract, signed at the end of 2025. In June 2026, work was suspended to amend the documentation, and in October, the contracting authority conducted a negotiated procedure for an additional 1.5 million hryvnias. The cost of the new work amounted to 49.99% of the value of the first contract, which, by law, allows for a direct agreement to be concluded without an electronic tender.

According to the YouControl analytical system, the company was registered in November 2023 at an apartment in Mykolaiv. The owner and director is Tetiana Oliinyk. Despite government contracts worth millions, the 2025 financial statements list only one official employee, and the firm hires workers to perform tasks under civil law contracts.

In addition, Oliinyk heads MIK Investbud LLC. In 2021, she was implicated in a criminal case involving the forgery of work reports during the repair of warehouse roofs, which led to the unjustified transfer of 39,200 hryvnias. She fully admitted her guilt and compensated for the losses, after which the court exempted her from liability due to her sincere repentance.

Law enforcement officials also investigated the activities of “TANOLBUD” Construction Company LLC. In particular, during the renovation of cafeterias in Mykolaiv gymnasiums, investigators suspected that over 4 million hryvnias had been unjustifiably included in the cost estimates for the salaries of employees who were not actually involved in the work.
