In Mykolaiv Oblast, the director of a municipal enterprise was suspended from office for misconduct

The purchase of real estate for a municipal enterprise in the Mykolaiv region has led to criminal proceedings and the temporary suspension of its director. Investigators believe that the purchase of the building at an inflated price caused the community to suffer losses of more than one million hryvnias.

This was reported by Intent, citing a ruling by the Vitovsky District Court.

According to the investigation, in December 2024, the enterprise’s director approached the Halytsynivka Village Council with a request to allocate funds for the purchase of premises for the utility company’s needs. After amendments were made to the budget, 5 million hryvnias were allocated for this purpose.

Investigators believe that the official orchestrated the purchase of a building in the village of Lymani at an inflated price. Under a contract signed in February 2025, the municipal enterprise paid 3.46 million hryvnias for the property. However, an expert appraisal determined that its market value was 2.235 million hryvnias. Law enforcement officials consider the difference of 1.225 million hryvnias to be losses incurred by the municipal enterprise.

In June, the director of the municipal enterprise was notified that he was suspected of abuse of office, which resulted in serious consequences. The prosecutor’s office insisted on the official’s suspension, citing the risks of influencing witnesses, the possible destruction or concealment of documents, and obstruction of the investigation. The defense objected, arguing that the suspicion was unfounded and that the cited risks were not supported by evidence.

The investigating judge concluded that the suspicion was sufficiently well-founded to warrant this measure to ensure the criminal proceedings. The head of the municipal enterprise was suspended from office for a period of two months. The ruling may be appealed to the Mykolaiv Court of Appeals.

Similarly, the case of an official from the Mykolaiv region ended with a court conviction and his flight from the country. Investigators believe that over the course of several years, he used his official authority for personal enrichment. According to the case file, in 2023,Oleksandr Tsymakh, head of the “Center for Administrative Services” department at the Sofiivka Village Council—who was responsible for procurement—organized a scheme to embezzle nearly 450,000 hryvnias allocated for the repair of the community’s administrative building’s roof.
