In Izmail, a contract worth one million was awarded to a company owned by a lawmaker for the renovation of a building

The Housing and Utilities Department of the Izmail City Council in Odesa Oblast has signed an agreement with the private company "Rodnik" for the routine repair of a multi-unit residential building in the Fortetsya neighborhood, which was damaged as a result of a Russian attack.

The corresponding announcement was published on the Prozorro e-procurement platform.

The Housing and Utilities Department of the Izmail City Council announced the procurement. The cost of the restoration work is 1,344,000 hryvnias. The project involves restoring the building at 5/2 Izmailskaya Street. The procurement was conducted without an open tender—the contracting authority used a non-competitive procedure in accordance with subparagraph 4 of paragraph 13 of Resolution No. 1178 of the Cabinet of Ministers of Ukraine dated October 12, 2022, which regulates the specifics of public procurement during martial law.

The documentation states that the basis for entering into a direct contract was the need for prompt action, as people continue to live in the building and precipitation could worsen its condition.

The private company “Rodnik,” owned by Igor Dekhtyarev, a member of the Izmail City Council, must complete the work by November 27, 2026.

The high-rise building sustained damage during a massive attack by Russian forces using strike drones on the night of July 24, 2026. Debris from one of the drones struck the roof of an apartment building in the Fortetsya neighborhood, causing damage. This resulted in a fire in an apartment on the 5th floor.

In addition, the blast wave damaged windows in neighboring buildings and glass panels in the building entrances. In total, damage to five apartment buildings was recorded in the Fortetsya neighborhood. The city council has received more than 30 reports from residents regarding property damage.
