House of former Odesa MP Ruslan Tarpan handed over to ARMA

The court handed over the house of former Odesa MP Ruslan Tarpan to the ARMA. He is suspected of transferring collectible cars and real estate income to Russian special services and misappropriating budget funds.

This is evidenced by the decision of the Peresypskyi District Court of Odesa.

During the pre-trial investigation, law enforcement officers found that Tarpan systematically transferred collectible cars and financial assets to representatives of the Russian Federal Security Service. He also used real estate income to support the activities of the Russian special services.

Back in October 2020, he entered into an agreement with the Moscow-based Museum and Exhibition Technical Center of the Automobile and Motorcycle Club of the Russian Federal Security Service, transferring 22 vintage cars of Soviet and American brands - ZILs, ZISs, Cadillacs and others - for storage and display. Subsequently, in December 2022, he signed a new agreement with the same center, transferring eight more collectible vehicles, including rare Packard, ZIL and ZIS models.

According to the investigation, such actions were aimed at forming a positive image of the Russian law enforcement agencies, popularizing service in the Russian army among citizens and youth. In addition, Ruslan Tarpan is suspected of misappropriating budget funds during the repair of the shelter.

The investigation revealed that the former MP actually controls a number of real estate objects registered in the names of his ex-wife and trustees. In particular, his ex-wife is a beneficiary of Senat Law Firm LLC, which owns a large shopping and office center in Odesa.

According to the investigation, Tarpan used the proceeds from the lease of this property to finance Russian special services and to restore his own collection of vintage cars.

Investigators also drew attention to the artificially initiated bankruptcy procedure of Tarpan's company in 2025, which, according to law enforcement, was aimed at concealing assets and avoiding the seizure of property.

The wife's lawyer objected to the investigators' motion, arguing that the house and the company were legally purchased by her and her family with their own funds, and that there was no direct evidence that Tarpan disposed of the property or received income from it.

However, the court concluded that the suspect was the actual owner. As a result, the court granted the investigators' motion and ordered the seized property to be transferred to the management of the ARMA. The case involves a house in Odesa at 3 Sabaneevyi Most (Mykola Savycha Street) with a total area of 1,571.1 square meters. The ruling is final and not subject to appeal.

In August, the court seized the former MP's property, and in December last year, the court also transferred his property to the management of the ARMA. According to the court's ruling, it is a ZIL model 4104 car and land plots on the coast of Odesa, near the Zoloti Kliuchi housing cooperative.

Earlier, the Odesa Regional Prosecutor's Office reported that former city councilor Tarpan had cooperated with Russian special services, which is why he was served with a notice of suspicion in absence of aiding the aggressor state.
