Head of Odesa MVA instructed to audit city utilities

The head of the Odesa City Military Administration, Serhiy Lysak, has ordered a full audit of utility companies to save money.

He announced this following a staff meeting.

According to Mr. Lysak, eliminating duplication of functions of utility companies and reducing costs will potentially save up to UAH 300 million. Within three weeks, each department must prepare a quarterly plan for the economic development of the structure for 2026, as well as an analysis of the funds used for 2023-2025.

In addition, the municipality is to set up a commission to review all leases of municipal property, both premises and land plots.

At the end of October, the Odesa City Military Administration announced who would be the deputies of the head of the MMA, Serhiy Lysak. So far, the head of the city military administration has four deputies.

Within two weeks of the new city military administration's work, Odesa has seen its first changes in management. The MMA has already begun to control the city's key processes, from defense to utilities.

A rapid analysis of the All-Ukrainian public campaign"Certification of Local Council Deputies " showed that the administration is gradually establishing its own order in the communal sphere and defense issues.

On October 16, the new head of the Odesa City Military Administration, Serhiy Lysak, was introduced in Odesa. The day before, President Zelensky announced the creation of the Odesa City Military Administration in an evening address, after which Lysak became the main contender for the post.

On October 14, Zelensky deprived Odesa Mayor Hennadiy Trukhanov, former MP Oleh Tsarev, and dancer Serhiy Polunin of Ukrainian citizenship. After that, he formally lost his powers as mayor.

Trukhanov himself denied having Russian citizenship, called the deprivation of his Ukrainian passport a political decision, and said he would appeal to international bodies to confirm his status.
