Head of Education Department in Odesa region escapes punishment in case of generators

The Savransky District Court of Odesa Region has released from punishment the former head of the Department of Education, Youth and Sports of the Savransky village council, who was accused of negligence.

As stated in the court's ruling, the official's negligence was that she failed to check the completeness of the agreement on the supply of generators.

There were supposed to be eight generators, but two never arrived. Nevertheless, the education department transferred UAH 1 million 35.4 thousand to the supplier for two generators that were not worth the overpayment of UAH 229 thousand. All this happened in 2021, and now the statute of limitations for this crime has expired. Therefore, the accused was released from punishment.

As noted by the publication "Anti-Corruption Dimension," the generator supplier, Andrii Titiievskyi, registered as an individual entrepreneur on November 23, 2022. Within 20 days, the Savran Education Department signed a contract with him for the supply of generators, which became the subject of criminal proceedings.

In the first month after registration, dozens of contracts were signed with the sole proprietor, so Andrii Mykolaiovych supplied everything: kettles, candy, fuels and lubricants, polyethylene, coffee, lamps, glue, detergents, fire extinguishers, gas tiles, building materials, cookies, and other goods.

Its core business is retailing bakery products, flour and sugar confectionery. Andrii Titievskyi, 51, is registered in Savran village, Odesa region. During his business activity, 169 contracts worth more than UAH 2 million were concluded with him. All of these purchases were non-competitive, i.e., they were made without open bidding. All contracts are concentrated in Savran.
