The Odesa region will receive 582.3 million UAH for the first projects under the Resilience Plan—to protect power facilities, develop distributed generation, establish additional power sources for heat and water, and decentralize the heat supply system.
The Cabinet of Ministers of Ukraine made the decision during an offsite meeting in Odesa.
“I thank Prime Minister Yulia Svyrydenko and the entire Cabinet of Ministers of Ukraine for their attention to our city and for the specific decisions that will help Odesa get through the next heating season with greater confidence and safety,” commented Serhiy Lysak, head of the Odesa City Military Administration.
During her visit to the Odesa region, the Prime Minister heard from the heads of the regional administrations of Odesa, Mykolaiv, and Kherson regions regarding the implementation of their resilience plans. It was decided to allocate 280.7 million UAH to the Mykolaiv region and 97.5 million UAH to the Kherson region.
The Resilience Plans for Ukrainian regions are a set of measures designed to prepare the energy and utilities sector for the upcoming heating season. They were developed by the government in collaboration with the UIA and local governments. The key elements of each plan include protecting energy facilities, developing distributed generation, ensuring uninterrupted heat, water supply, and sewage services, and decentralizing the heating system in large cities.
In total, the government has allocated UAH 12.9 billion for initial preparations for next winter as part of the regional resilience plans. The funds will be allocated to 209 critical infrastructure facilities in the frontline regions and the Kyiv region.
The allocated amount will finance the protection of 24 high-voltage substations by the Recovery Agency, for which UAH 3.5 billion has been set aside. Another UAH 9.4 billion has been allocated to the frontline regions and the Kyiv region. These funds will be used to build protective structures for distribution substations and other critical infrastructure facilities. The total funding requirement is estimated at UAH 278 billion (EUR 5.4 billion).
