HACCU recognizes cars of former Odesa tax chief Hvan as illegal

The HACCU has recognized part of the property of the former head of the Odesa tax service as unjustified. We are talking about luxury cars with a market price of more than 5 million.

This was reported by the press service of the State Bureau of Investigation.

The High Anti-Corruption Court has ruled that the assets of the former head of the Odesa tax service totaling about UAH 5.3 million are unjustified. The court partially upheld the claim of the Specialized Anti-Corruption Prosecutor's Office, filed on the basis of SBI materials and supplemented by information from the NAPC.

According to the investigation, the former head of the Main Department of the State Tax Service in Odesa region, Ruslan Khvan , and his family purchased luxury cars at reduced prices. In particular, we are talking about a 2018 Toyota Land Cruiser 200 and a 2020 Audi RSQ8, which were purchased for UAH 300 thousand and UAH 1.4 million, respectively, while their market value exceeded UAH 5.3 million.

Subsequently, the Audi RSQ8 was sold at market price, and the proceeds were used to purchase a BMW X7 xDrive.

In this regard, on May 16, the SAPO prosecutor filed a lawsuit with the High Anti-Corruption Court to recognize these vehicles as unjustified assets. According to detectives, the Audi was later sold at market price, and the former official's family purchased another luxury car, a BMW X7 xDrive, with the proceeds.

An analysis of the financial situation of the official and his family showed that the official income would not have allowed them to purchase such property. Therefore, prosecutors filed a lawsuit with the HACC, and the court seized the Toyota Land Cruiser 200 and BMW X7. The SBI did not disclose the name of the tax officer, but the CPR had previously established that it was Ruslan Khvan, the former head of the Main Department of the State Tax Service in Odesa Oblast, who was dismissed in May 2024.

The Centerfor Public Investigations previously wrote that he was then transferred to the Lviv Oblast Tax Service as a chief inspector, but was soon dismissed. The declaration also lists the family's property: his wife owns a 63 m² apartment in Odesa. Hwang himself owns a 15-hectare plot of land in the village of Putrivka in Kyiv region and a 221.7 m² residential building in the same area. In addition, he uses another apartment in Odesa with an area of 202.4 m², which has been included in the declaration since 2022.
