Former official of Odesa City Council is suspected of blocking construction

The former acting director of one of the departments of the Odesa City Council was suspected of blocking construction. The case was referred to court, and the official was sentenced to five years in prison.

This was reported by the press service of the National Police of Odesa Oblast.

The former acting director of one of the departments of the Odesa City Council was suspected of deliberately failing to comply with a court order.

He ignored the court's decision to provide the company with documentation on urban planning conditions and restrictions for the design and construction of two residential complexes, which is why he faces a fine of up to five years in prison with a possible restriction of the right to hold certain positions or engage in certain activities for up to three years.

The investigation found that a representative of the land plot owner had applied to the department for documents for the construction of high-rise buildings, but the official refused.

After lawsuits and court decisions obliging him to comply, the official continued to evade compliance, granting a construction permit only partially - 30 meters high instead of 50, as stated in the court decision.

Investigators documented the violation and served the former official a notice of suspicion under Part 2 of Art. 382 of the Criminal Code of Ukraine - intentional failure to comply with a court decision by an official. The pre-trial investigation has now been completed, and the indictment has been submitted to court.

According to the press service, in addition, he is also involved in a case of extortion and receipt of undue advantage for the issuance of urban planning conditions for the reconstruction of the facade of non-residential premises.

Odesa court also considered a case of illegal construction on the former Lidersivskyi Boulevard, now Hetman Sahaidachnyi Boulevard. According to the investigation, the multi-year scheme was organized by city council officials, officials of the State Geocadastre and private companies, who destroyed tennis courts and started building a residential complex without the necessary permits.
