Former head of Odesa emergency service is served with a notice of suspicion

Odesa police notified the former head of the Emergency Medical Care and Disaster Medicine Center of suspicion of official negligence

According to the press service of the Main Directorate of the National Police in Odesa Oblast, in September 2022, the acting director general of the Odesa Oblast Center for Emergency Medical Care and Disaster Medicine entered into an agreement with the head of a private construction company for the repair of the roof of the building of this medical institution with an estimate of almost one million hryvnias.

According to the investigation, the contractor did not fulfill the terms of the contract in full, but drafted and signed official documents, intentionally stating false information about the scope and cost of the work that did not correspond to the actual cost.

For his part, the head of the medical institution, who was supposed to control the quality and scope of the work performed, failed to do so. He did not check whether the work was actually performed properly, whether the necessary materials were used, and simply approved the acceptance certificates for the construction work performed by signing them.

As a result of these actions, almost UAH 332 thousand more was unjustifiably transferred to the construction company 's accounts from the state budget, which the director misappropriated. In September of this year, the police charged the contractor with misappropriation of property by abuse of office on a large scale during martial law. The indictment has now been sent to court.

Investigators have separated the materials regarding the acting director general of the medical institution into a separate proceeding. During the further investigation, law enforcement officers gathered sufficient evidence of his illegal actions, which was confirmed, in particular, by the conclusions of forensic economic and construction and technical examinations.

Investigators served the 44-year-old former official with a notice of suspicion of official negligence, i.e. improper performance of official duties by an official due to negligence, which caused serious consequences for the public interest. This crime is punishable by imprisonment for up to five years with disqualification to hold certain positions or engage in certain activities for up to three years and a fine of up to UAH 12,750 or without it.
