Family of Odesa Region Prosecutor Purchases Real Estate at Half the Market Price

Prosecutor of Odesa Region Andriy Svatok and his wife purchased two apartments, a parking space, and a Range Rover at prices well below market prices.

This is the subject of an investigation by Bihus.Info.

Analyzing the declaration of the chief prosecutor of Odesa region, journalists first of all paid attention to the declared value of family real estate, which turned out to be significantly lower than the market value. This includes two apartments and a parking space in an elite clubhouse in the center of Kyiv.

For example, in 2019, Andrii Svatok registered an apartment of almost 130 square meters in an elite clubhouse in the center of Kyiv. The declared value of the apartment is about 90 thousand US dollars. At the same time, similar apartments in this clubhouse cost about 180 thousand dollars. In the same year, Andriy Svatko's current wife, Alla, bought a parking space in the same building for 97 thousand hryvnias, although similar parking spaces are now sold here for about 50 thousand dollars. Of course, prices have risen in recent years, but a 14-fold difference seems extremely unlikely. In addition, in 2020, Alla Svatok bought another apartment in this complex - 60 square meters - and also at a price almost twice as low as the market price.

In 2023, she bought a Range Rover for $35,000, despite the fact that an archived ad for the sale of the same car said it was $55,000. Journalists also had doubts about the sources of funds for the Svatko couple's purchase of two apartments in a clubhouse in the center of Kyiv. After all, shortly before registering the first, larger apartment, the prosecutor declared cash gifts from his two grandmothers - about fifty thousand dollars from each.

Andriy Svatok explained to journalists that one of his grandfathers worked as the director of a state sugar factory, which was later privatized. After his death, the money went to his grandmother, and from her to the prosecutor. The other grandmother, according to the prosecutor, together with her husband, owned the land they sold, which is how she allegedly received the savings. However, the prosecutor could not recall either the location of these plots or their characteristics.

As for the origin of his wife's money for the apartment in the clubhouse, Andrii Svatok simply noted that she had declared funds for the purchase of real estate - in the declaration for 2019, when Alla Svatok first appeared as a member of the declarant's family, about $200,000 in cash was indicated. However, the prosecutor could not explain the origin of these funds.
