Expenses of Odesa parties: who was paid and how much

The Center for Public Investigations has analyzed the financial reports of Odesa political parties for the period of 2020-2023, after the reporting campaign ended in the spring of 2024.

This is stated in the material of the CPR.

In the 2020 elections, representatives of the parties "Trust the Deeds", "Servant of the People", "European Solidarity", "Fatherland", "OPFL" and the Shariy Party were elected to the Odesa City and Regional Councils. However, OPFL and Shariy's Party did not submit their financial reports to the NACP. Also, the reports of the parties "Trust the Deeds", "Servant of the People" and "European Solidarity" for 2020 were not made public, so the analysis covers only the period of 2021-2023.

During this time, the Odesa regional organization of "Servant of the People" received the most funds, which received UAH 17 million 2 thousand 389. Most of these funds came from the party's central office. In 2021, the organization received over UAH 4 million from the party and UAH 1 million from individuals. In 2022, the amount from the party amounted to almost 4 million hryvnias, and from individuals - just over 300 thousand. In 2023, the party transferred more than 7 million hryvnias, while individuals contributed only 52 thousand hryvnias.

Among the sponsors of the Servant of the People were Yuriy Bilonoh, who donated 987 thousand hryvnias, Oleksandr Malaniuk, who provided 269 thousand, and Yuriy Rachynskyi, who contributed more than 73 thousand hryvnias. The organization's salary expenses over the years amounted to UAH 7.3 million, with Zoya Timotina earning the most - UAH 514 thousand, Olena Voitenko - UAH 489 thousand, and Yuriy Rachynskyi - UAH 326 thousand. They also spent over 2 million hryvnias on advertising and campaigning.

The Odesa organization ofEuropean Solidarity received UAH 4 million 485 thousand 926. In 2021, the branch received 516 thousand from the party, in 2022 - 576 thousand from the party and 1900 hryvnias from Olena Klymenko, and in 2023 - almost 3 million from the party and the International Investment Bank Joint Stock Company, as well as 47.4 thousand from individuals. The largest contribution came from Mykhailo Shmushkovych - UAH 38.7 thousand. Salary expenses amounted to UAH 2.2 million, with Olena Klymenko earning the most - UAH 218 thousand. UAH 647 thousand was paid for the rent of a public reception office.

The political party"Trust the Deeds" received UAH 1 million 64 thousand over three years, including UAH 989 thousand from the regional organization of the party and UAH 75 thousand from individuals. Residents of Kyiv and Vinnytsia regions donated the most. The organization spent 121 thousand hryvnias on salaries and 89.9 thousand hryvnias on rent.

The Odesa regional organization of Batkivshchyna received the least amount of donations - only 26 thousand hryvnias over three years. A significant part of these funds was contributed by Vitaliy Havriy, a candidate for mayor of Chornomorsk. Expenses for economic activities consisted of mistakenly credited and returned money. The organization did not spend money on employee salaries.
