Ex-MP's company was awarded the right to repair the operating room for the military for 48 million

The Department of Capital Construction and Roads of the Odesa Regional State Administration has preliminarily selected a contractor for the overhaul of the intensive care unit and operating room located in the building at 2: Pirogovska Street, 2, in Odesa.

According to the Center for Public Investigations, the relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, and the only bidder was the limited liability company Construction Technologies 2000. If the deal is concluded, the company will have to complete the work by May 31, 2027, and receive UAH 47 million 839.8 thousand for it.

The procurement was carried out according to an adjusted project, previously held in January 2025. At that time, there was also only one participant - Ukrservicegroup Limited Liability Company. The company was granted the right to repair the intensive care unit without an auction, but the work was estimated at UAH 55 million 418.1 thousand. An agreement was signed with the company, which was later terminated.

According to the YouControl service, the company was registered in 2024. The owner and director is Vladyslav Perehudov, a former deputy of the Lyman District Council from the European Solidarity party.

The company has been participating in public procurement since 2025 and has managed to earn more than 222 million hryvnias, with the amount exceeding 136 million in 2025. The company's main customers were the Department of Capital Construction and Roads of the Odesa Regional State Administration, Municipal Enterprise "Vyzyrske Dzherelo" of the Vyzyr Village Council, Municipal Enterprise "Vyzyr Primary Health Care Center", Department of Education, Youth and Sports of the Vyzyr Village Council, Specialized Children and Youth Olympic Reserve Figure Skating School "Kryzhynka" and Municipal Enterprise "Chornomorskteploenergo" of the Chornomorsk City Council.
