Emergency works in the UNESCO zone in Odesa were awarded to a company accused of clumsiness

The Department for Improvement of Odesa City Council has signed an agreement with the Flagman SPC Limited Liability Company to eliminate the consequences of the destruction of a residential building at 61 Preobrazhenska Street in Odesa.

The relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted without the use of the electronic system and the company had no competitors. The company will have to perform the work from June 1 to July 31, 2026, for UAH 4 million 119.3 thousand. According to the YouControl service, the LLC was registered in 2017 and its ultimate beneficial owner is Dmytro Furman. In 2024-2025, the company actively participated in public tenders: the total amount of contracts won in 2024 was more than UAH 28 million, and in 2025 it was more than UAH 75 million.

In September 2022, employees of the Southern Office of the State Audit Service audited the procurement of the Tairova Village Council of Odesa District, Odesa Region, for 2020-2021. In total, the auditors checked nine contracts for the overhaul of the road surface and improvement of the community's settlements. The audit revealed financial irregularities that led to losses totaling UAH 1.4 million. The auditors then stated that Flagman had saved on the quality and quantity of materials needed to equip footpaths, curbs and other elements of improvement.

The auditors noted that, as a result, the repair work was poorly done. A few months later, large potholes had already formed in place of the new patches, as evidenced by the photo documentation of the road destruction conducted by Odesa auditors.
