In Odesa, investigators gained access to bank documents related to the procurement of laparoscopic equipment for the regional special medical supplies depot. Law enforcement officials are examining the procurement process and the flow of funds.
The Center for Public Investigations has examined the details of the case.
According to the investigation, the case involves the purchase of a laparoscopic stand with a set of sensors, optics, and instruments for one of the super-cluster medical facilities in the Odesa region.
In September 2025, the Odesa Regional Special Medical Supply Base announced a tender worth 25.9 million hryvnias, one of the lots of which was for the relevant equipment.
“Alliance Farm” LLC was declared the winner. On October 20, 2025, a contract worth 13.4 million was signed with the company, of which over 883,000 hryvnias was VAT.
According to the case file, the medical equipment was delivered, and on November 27, the customer transferred the full contract amount to the supplier.
According to law enforcement officials, VAT may have been included in the cost of the equipment, even though the supply of medical devices during martial law was exempt from VAT. As a result, the state may have suffered losses equal to the amount of VAT.
According to the YouControl analytical system, Oleksandr Harbuz is the acting director general of the “OOBSPM” municipal enterprise.

As reported by Intent, in late September, the head of the municipal institution was notified that he was suspected of embezzling funds during the procurement of medical equipment. According to investigators, he organized the purchase of a laparoscopic stand with a set of sensors, optics, and surgical instruments for the regional clinical hospital.
