Electric scooters - transportation or a toy, - the lawyer explained

The Supreme Court has officially recognized electric scooters as a source of increased danger and their drivers as full-fledged road users, which applies throughout Ukraine, including Odesa.

Therefore, Accenture found out how to drive such a vehicle now and what responsibilities those who want to ride an electric scooter with a breeze have.

" A scooter is a vehicle because it has an engine. Therefore, the driver of a scooter is legally responsible as a driver of any vehicle, but so far, according to the law, a scooter driver does not have to obtain any license. However, this is a problem because scooter drivers often drive on the roads and do not know the rules of the road, and this often causes accidents," said attorney Oleksandr Rumyantsev.

Since scooter users are obliged to comply with traffic rules, administrative liability is provided for violation of the rules. Causing an accident that resulted in damage to vehicles, roads or other property is punishable by a fine of UAH 850 or deprivation of the right to drive for a period of 6 months to 1 year. Driving while intoxicated is punishable by a fine of UAH 17,000 and a one-year license suspension. For a repeat offense, the fine is UAH 34,000 with a 3-year license deprivation and paid seizure of the vehicle. Drivers of electric scooters are also criminally liable for violating traffic rules. For medium-severity injuries, a fine of UAH 51,000 to 85,000, correctional labor for up to two years, arrest for up to 6 months, or restriction of liberty for up to three years with deprivation of rights. In case of death or serious injury of the victim, the driver of an electric scooter faces imprisonment for a term of 3 to 8 years.

In October 2025, Accent already touched on the topic of scooters. Back then, Accent discussed the ban on electric scooters in Ukrainian cities, those who use this vehicle, and, of course, the rules of the road.
