According to the prosecutors, the chief accountant of the Primary Health Care Center No. 4 was also involved in the budgetary schemes, as he improperly performed his duties and unlawfully included VAT in the cost of purchasing medical equipment.

It all started when journalist Iryna Hryb reported that generators were found in the Vinobroteria restaurant owned by Olga Grytsenko, who is said to be the girlfriend of Odesa Mayor Gennadiy Trukhanov. Also, one generator was found at the residence of Vitaliy Tsurenko, deputy director of the Department of Municipal Economy of the Odesa City Council, the mayor himself, and at the CARat car wash.
