Dozorro counts possible overpayment of 3 million for repair of Odesa hostel for IDPs

The Capital Construction Department of the Odesa City Council has signed an agreement with Kam-Ekorembud LLC, which was the sole bidder, to repair a dormitory at 8 Krasnov Street in the city for UAH 51.3 million by the end of 2027.

According to DOZORRO analysts, in response to the request, the Odesa City Council department reported that part of the dormitory is planned to be converted into a temporary residence center for IDPs. This part is in the municipal ownership of the city, and its area is 1,206.3 square meters. After the renovation, the center will be able to accommodate up to 87 people.

Kam-Ekorembud LLC is to completely renovate the premises - from replacing windows, roofs and networks to interior decoration and facade insulation. The contractor will also provide facilities for people with limited mobility. In addition to the renovation itself, the contract price includes the purchase of furniture and household appliances, including beds, sofas, kitchen sets, refrigerators and stoves.

Wallpaper, insulation, glue: what can you overpay for?

Kam-Ekorembud LLC spent more than UAH 25 million on material resources. DOZORRO analysts reviewed the estimate and calculated a probable overpayment of 2.8 million, which is 11% of the cost of materials. The price of the contract is dynamic, so it can be adjusted during the course of the work. We sent a letter to the customer asking them to revise the prices and bring them to market prices.

The analysts calculated the largest possible overpayment - UAH 747 thousand - for paper wallpaper with a washable film coating made in Ukraine. Kam-Ekorembud LLC plans to supply them at UAH 414 per square meter, which is six times more expensive than market prices. For comparison, Decoracia sells such wallpaper at 85.8 UAH/sq. m, Epicenter at 74 UAH/sq. m, and Vinil at 56.4 UAH/sq. m. Analysts noted that usually, for such large projects, building materials are purchased in bulk, so their price is lower than in retail stores. But here the situation is the opposite - the price in the estimate is even higher than the market average.

The contractor included 200 mm thick insulation in the estimate at UAH 1,512.00 per square meter. At the same time, it can be purchased much cheaper on the market. For example, Maker Ukraine sells such material at 761 UAH/sq. m, PowerHome - at 689.80 UAH/sq. m, and BudMo - at 517.35 UAH/sq. m. This position may be overpaid by UAH 424.4 thousand.

Another material that Kam-Ekorembud LLC included in the estimate with a potential overestimation, according to analysts, is Ceresit CT 190 glue. The company plans to supply it at 33.6 UAH/kg, while in Epicenter it costs 22.7 UAH/kg, and in OVI - 17.3 UAH/kg. Based on this material, the Capital Construction Department of the Odesa City Council may overpay another 178 thousand hryvnias.

DOZORRO noted that the procurement has already attracted the attention of the State Audit Service - monitoring is ongoing. However, checking the prices of construction materials is not within its powers.

About the contractor

Kam-Ekorembud LLC was founded in Odesa in 2020. The company started participating in public procurement in 2021. Since then, it has received contracts worth UAH 149 million through Prozorro. The company is owned by Oksana Sheremet, and its director is Viktor Molodtsov. According to the Anti-Corruption Dimension, he has experience in political activity in Odesa region, in particular, he was a leader in the Mykolaivtsi political party. In addition, Molodtsov founded the Odesa regional organization of the European Party of Ukraine. The man cooperated with the People's Deputy of Ukraine Hennadii Chekita in the eighth convocation of the Verkhovna Rada (2014-2019) as a pro bono assistant.

This is not the first time journalists have recorded inflated prices in a company's budget. In early 2025 , Nashi Hroshi reported that the Capital Construction Department of the Odesa City Council ordered the repair of the shelter of an Odesa hospital from Kam-Ekorembud LLC for UAH 38.8 million. For three items of construction materials alone, the possible overpayment reached UAH 1.5 million.

In addition, in February 2026, law enforcement officers opened a criminal investigation into the possible embezzlement of budget funds during the overhaul of the food service unit of school No. 7 in Bilhorod-Dnistrovskyi. This was reported by Anti-Corruption Dimension. The contractor for the work was Kam-Ekorembud LLC. According to the investigation, officials of the education department, together with the contractor and representatives of technical supervision, could have falsified the acts of work performed, significantly overstating the prices of materials and services in order to withdraw part of the funds into the shadow economy.
