Dozorro calculates overpriced price for restoration of a house in Odesa

In January, the Department of Municipal Economy of the Odesa City Council signed an agreement for emergency repairs in a residential building damaged by the Russians.

According to the Dozorro monitoring portal, the work will be performed by the Odeskolovpostach Repair and Construction Site for UAH 11 million. The building is scheduled to be restored by the end of 2027: the contractor will dismantle the emergency structures and repair the foundation, walls, and ceilings.

This three-story building in the Prymorsky district at 51 Novoselsky Street has been repeatedly damaged by shelling. The last time the building was severely damaged was in November 2024, when it was hit by a Russian shahed. The load-bearing structures and the roof suffered the most.

Odeskolovpostach began repairing the building in the spring of 2025. Back then, it signed a contract for almost 11.9 million hryvnias. In July, the press service of the Odesa City Council reported that the company had begun dismantling the emergency outbuilding, including supporting structures, ceilings, and walls. In addition, Odeskolovpostach began repairing the roof. However, in November, the contract value was reduced to UAH 3.9 million due to adjustments to the design and estimate documentation.

The following month, the customer announced a new tender for the restoration of the building. The contract for the work, after the project was adjusted, was again awarded to Odeskolovpostach Repair and Construction Site PJSC. It was in the estimate of this procurement that Dozorro experts found a possible overpayment of UAH 1.8 million.

Prices many times higher than market prices

PJSC Odeskolovpostach Repair and Construction Site allocated UAH 6.4 million for material resources for the restoration of the high-rise building. At the same time, an analysis of the estimate showed a possible overpayment of 28% of the cost of materials. We are already preparing a letter to the customer with calculations and a request to reconsider the inflated prices. The contract price is dynamic, so the department will be able to adjust it during the course of the work.

The analysts calculated the largest possible overpayment - UAH 1.2 million - for M25-35 shell limestone. PJSC Odeskolovpostach Repair and Construction Site will supply it at UAH 7.2 thousand per cubic meter (all prices include VAT). This is 4-9 times more expensive than market offers. For example, Rakushnyak Quarry Ukraine sells this stone at 1,875 UAH/cubic meter, Rakushnyak Stone at 1,500 UAH/cubic meter, and Rakushnyak at 825 UAH/cubic meter.

Another item with a noticeable overestimation is Izovat LS insulation with a thickness of 100 mm. The contractor included it in the estimate at 350 UAH/square meter. For comparison, Alex-Group sells such insulation at 158 UAH/square meter, Kub sells it at 148 UAH/square meter, and the Comex Steel plant sells it at 120 UAH/square meter. That is, the price quoted by the contractor is two and sometimes three times higher than the market price. This insulation may cost UAH 146 thousand more.

The procurement was conducted through an open tender with special features. Interbud Construction Company LLC also took part in the tender, offering to perform the work cheaper - for UAH 10.9 million. However, its offer was rejected due to errors in the estimate documentation.

What is known about the contractor

Odeskolovpostach Repair and Construction Site PJSC has been operating since 1998 and is registered in Odesa. The company is owned by Oleksandr Fridman. As previously reported by Slidstvo.info journalists, despite repeated criticisms of the company's activities, in 2019 Friedman received an honorary award from the then mayor of Odesa, Hennadii Trukhanov, on the occasion of the Builder's Day.

In early 2026, the NGO Center for Public Monitoring and Research announced the launch of a pre-trial investigation against Odeskholovpostach for possible overpricing of work during the reconstruction of an Odesa school. Since 2016, the company has received contracts worth UAH 1.3 billion through Prozorro. Odeskholovpostach signed the largest number of contracts - for UAH 684 million - with the Capital Construction Department of the Odesa City Council, and another UAH 179 million with the Department of Municipal Economy.

At the beginning of the year, Dozorro reported on the restoration of the Circular Building of the City Hospital in Odesa for UAH 68.5 million, when the possible overpayment on materials could have reached UAH 4 million.
